Per ESD Handbook TR20.20 section 5.4.3.3 Determine the type of packaging system that is best suited for the intended application: “The marketplace provides numerous options for packaging of electronic products for shipment. The initial consideration is to have low charging materials (antistatic) in contact with ESD sensitive items. An additional benefit of low charging materials is the reduction of static charge carrying materials in the environment where sensitive items may be exposed. In addition, many companies also require that the packaging protect the contents from a direct discharge or exposure to electric fields. Many packages are available that provide all three benefits: low charging, discharge protection, and electric field suppression.”
Per ANSI/ESD S541 section 6.2 Outside an EPA: “Transportation of sensitive products outside of an EPA shall require packaging that provides: 1. Low charge generation; 2. Dissipative or conductive materials for intimate contact; 3. A structure that provides electrostatic discharge shielding.”
